...am directed by the Earl of Malmesbury to request that you will state to Her Majesty's Government that under the circumstances explained in Mr. Lytton's letter of the 3rd instant, they consider that Sir John Bowring should be instructed to withdraw Her Majesty's provisional recognition of Mr. Burrows as Consul for New Grenada at Hong Kong.
Her Majesty's Chargé d'Affaires in New Granada will be instructed to explain to the Government of the Republic the reason why this step has become necessary.
